One hundred and three thousand civil fines. Eighty-four billion dollars. That's not a proposed budget or a campaign promise — that's the tab the Department of Homeland Security has already run up against illegal aliens who ignored lawful removal orders under the Trump administration.

As of July, $1.2 billion of it has been collected.

The numbers represent the largest financial enforcement operation against illegal immigration in American history. DHS has been levying fines of $998 per day against aliens who violate removal orders and $9,970 against those who simply fail to leave. Eighteen months into President Trump's second term, the message from DHS isn't "please leave." It's "leave, or we'll bill you until you do."

James Percival, DHS General Counsel, laid it out after the Fifth Circuit Court of Appeals handed the administration another legal win on detention authority. "Another big win out of the 5th Circuit," Percival wrote. "DHS's change in legal position on illegal alien detention restored the policy set by Congress and rejected a misreading of the law that perpetuated open borders for decades. It's not too late to take a $2,600 check and a free flight home."

That last part is key. The $2,600 voluntary departure stipend has been quietly effective. One million illegal aliens self-deported in the first few months of the program. By the end of 2025, that number hit 2.2 million. Total removals for the year crossed 3 million.

Assistant Attorney General Brett Shumate put the legal principle in plain English after the Fifth Circuit ruling: illegal aliens do not have a constitutional right to roam free in the United States during their removal proceedings. The court agreed, issuing what Shumate called an "extraordinary precedential order."

Open-borders advocacy groups are already framing the fines as "cruel" and "punitive." Which is an interesting objection to raise about a program that offers a $2,600 check and a free plane ticket as the alternative. The cruelty, apparently, is giving people a choice between a paid flight home and a $998-per-day tab for refusing to leave.

For thirty years, successive administrations — Republican and Democrat — treated removal orders like suggestions. You got your order, you ignored it, you stayed. There was no financial consequence, no enforcement mechanism with teeth, and everyone in Washington knew it. DHS under Trump didn't just change the policy. They changed the math.
